    Félúton a társadalmi hatáskötvények felfedezése felé - Séra Zsolt | az URBACT SIBdev Network vezető szakértője

    "Vajon a társadalmi hatáskötvények (SIB) lesznek a megfelelő közszolgáltatások biztosításának új titkos eszközei?" - tette fel a kérdést nyolc európai város 2020 májusában. Ezután együtt indultak útnak, hogy kiderítsék, hogyan járulhatnak hozzá a SIB-ek a hatékonyabb közszolgáltatásokhoz. Közös útjuk már az elejétől fogva rögösnek ígérkezett, ami a Covid-19 miatt még inkább azzá vált. A világjárvány miatt a személyes találkozókra - amelyek a tudásátadás és a tapasztalatcsere alapját képezték -, csak valahol a távoli, ismeretlen jövőben kerülhetett sor. A nehézségek azonban új lehetőségeket is hoztak: a mesterkurzusok lehetővé tették, hogy a nagy gyakorlati tapasztalattal rendelkező szakértők online találkozókon keresztül csatlakozzanak a városok közös munkájához. Ennek eredményeként Aarhus (Dánia), Baia Mare (Románia), Fundão (Portugália), Heerlen (Hollandia), Kecskemét (Magyarország), Pordenone (Olaszország), Vőru (Észtország) és Zaragoza (Spanyolország) ma már szilárd tudásbázissal rendelkezik a társadalmi hatáskötvények területén.
