  • Squatting for cultural use toward commons: The case of Rog factory in Ljubljana

    During their 100-150 years of history industrial (or in a broader sense, non-residential) buildings face many challenges. Not only technology may change but whole industries might become outdated and shut down. Moreover there is a spatial factor: a factory built on the periphery of a small settlement might find itself a few decades later in the centre of the expanding city, occupying areas with much higher land value than justified for industrial use. 

    The problems of such outdated industrial places, the conflicts and their potential solutions have large relevance for many ongoing URBACT Action Planning Networks, such as Second Chance (dealing with re-use of abandoned large buildings), Refill (focusing on temporary use), Sub>urban (exploring new approaches to transition zones of cities), Maps (discussing options for former military sites). For all of these URBACT networks the story of the Rog factory in Ljubljana is interesting, as it highlights most of the key aspects and dilemmas of abandoned industrial places, while also confronting with each other the most important approaches to find solutions.

  • With a climate change denier in the Whitehouse, how can our cities maintain momentum towards a low carbon future?

    A day to remember…or one to forget

    Where were you when you heard that Donald Trump had been elected President of the United States? In years to come, that may be the ‘Where were you when Kennedy was shot?’ question for our generation. As it happens, on 9th November 2016 I was in Rotterdam working with a group of European cities on the development of low carbon resource efficient districts. So, on the day that a climate change denier was sent to the Whitehouse, we were investigating ways to support Europe’s sustainable energy future. 
     
    As we tried to absorb the news from across the Atlantic, someone asked how this would affect our work. Can Trump really roll back the decisions taken by his predecessor and the extensive networked commitments linked to the Paris agreements of only a year ago? If he does, can cities successfully support energy transitions without the support of key nation states, as Benjamin Barber and others have suggested? And as the climate change debate potentially reopens, how can our cities ensure all citizens are on the right side of this ongoing political faultline?

  • Densification beyond the city centre: urban transformation against sprawl

    Densification of urban areas beyond the core of the cities is not an easy task but it is a challenge worth taking to fight against urban sprawl.. City centres, which are usually already dense and mostly regenerated, are surronded by transitional belts (sometimes called fringe areas) which have diverse urban functions with lower density, offering in principle good opportunities for densifying interventions towards the aim of compact city development. However, the task is not easy at all: physical interventions to achieve environmental benefits have high risks of negative social externalities; moreover they require substantial financial means in a period when the public sector suffers from the consequences of the financial crisis. 

    The challenges of densification are first discussed from a theoretical point of view and illustrated by city examples. Then the approach of the URBACT Action Plannig Network sub>urban is highlighted, showing innovative approaches in four of the project partner cities. Finally a snapshot is given about the dynamic way in which sub>urban is dealing with this challenging topic in transnational meetings.

  • What are Integrated Territorial Investments?

    An Integrated Territorial Investment (ITI) is an instrument which provides for integrated delivery arrangements for investments under more than one priority axes of one or more operational programmes. Funding from several priority axes and programmes can be bundled into an integrated investment strategy for a certain territory or functional area. This can take the form of an integrated strategy for urban development, but also for inter-municipal cooperation in specific territories. It allows the managing authorities to delegate the implementation of parts of different priority axes to one body (a local authority) to ensure that investments are undertaken in a complementary manner. Within an ITI some components can be undertaken through community led development combining the two approaches.

  • Combining horizontal and vertical integration

    There are many different interpretations and meanings attached to the integrated approach. These include balancing environmental quality, social cohesion and economic compeitiveness, bringing together all relevant departments to address a challenge, complementing ‘hard’ investments with ‘soft’ investments, and combining European Social Fund with European Regional Development Fund. URBACT II has pioneered integrated approaches to policy challenges as diverse as Roma inclusion and the regeneration of historic city centres. Maybe it is better to acknowledge that there are many integrated approaches, each adapted to specific policy aims. To compound the confusion, the word integration is often used in policy debates alongside holistic approaches and joined-up government to describe a process in which people with different professional backgrounds from different parts of government at all levels are engaged together in a common task. Not to mention the specific use of the term integration in relation to migrants.
