With this EU Agenda for Cities, the Commission lays out its vision and policy response to shape Europe’s urban future, to reinforce urban development policy and strengthen the role of cities in Europe's future growth and development. It builds on existing strategic frameworks such as the Territorial Agenda 2030 and the New Leipzig Charter, complementing ongoing intergovernmental cooperation under the Urban Agenda for the EU.
The EU Agenda for Cities puts forward a number of actions to be deployed, both in the current programming period 2021-2027 and as part of the multiannual financial framework 2028-2034, to ensure that cities have the resources and guidance they need:
• As a first step, an EU Cities web portal will offer a single-entry point for information on activities, events, policy updates, funding opportunities, and urban development initiatives.
• Under the next multiannual financial framework (2028-2034), a new EU Cities Platform will be launched to further simplify EU support for urban areas.
• The agenda also calls for a continuous dialogue with local authorities about their needs and experiences to inform future EU policies and legislation.
With the URBACT programme, we look forward to supporting the implementation of the EU Agenda for Cities as one of the two flagship instruments under the 2021-2027 EU Cohesion policy framework that provide direct support to cities.
Promoting networking, knowledge sharing and capacity building in the areas of urban governance, urban planning and community-led development through cooperation between European cities, including cities in EU-accession countries and Ukraine, will remain at the heart of our work.
