Towards a safe and inclusive public space

2Nite Final report

This final report presents the outcomes of the 2Nite Innovation Transfer Network, which spent two years adapting Turin's ToNite good practice to help European cities rethink safety in public space after dark. It introduces the five partner cities, Turin, Riga, Cluj-Napoca, Sant Boi de Llobregat and Pentágono Urbano, and details the Continuity and Investment Plans each has developed to carry this work forward, from courtyard regeneration in Riga to youth-led nightlife governance in Sant Boi de Llobregat. The report also sets out shared lessons on activating urban voids, designing public space for all, and balancing night-time activity with residents' right to rest. It closes with reflections on building safe, inclusive cities through shared co-governance and neighborhood democracy.

2Nite Journal #4

Journal #4 details the closing phase of the two-year URBACT 2Nite Innovation Transfer Network. The network brings together Turin, Riga, Sant Boi de Llobregat, Cluj-Napoca, and Pentágono Urbano. This final edition highlights how the partner cities transitioned from pilot actions to permanently integrating community activation, social inclusion, and spatial justice into their local night-time policies.

2Nite Journal #1 September - February 2024

The first Network Journal of 2Nite highlights the foundational activities carried out at transnational and local levels between September 2024 and February 2025. Through an international study visit in Torino and bilateral exchange visits across Riga, Quadrilátero Urbano, Sant Boi de Llobregat, and Cluj-Napoca, the network established a common baseline to inspect local spatial and social realities on the ground. The core objective of adapting Torino's proximity-led urban security model, focusing on non-punitive interventions, civic storytelling, and participatory budgeting, is preparing the ground for transferring these social inclusion mechanisms to consolidate urban safety across diverse European public spaces.

From punitive surveillance to inclusive security: the IMPATTO paradigm in Torino

Across European cities, urban security is undergoing a critical paradigm shift away from punitive surveillance and hostile architecture. As the 2Nite URBACT network demonstrates, true security is inherently tied to social cohesion, spatial justice, and civic life. Based on the experience carried out by Tonite, the City of Turin has developed the IMPATTO Urban program, where urban security is a multidisciplinary concept tied to social dynamics, culture, mobility, and the night economy. To counteract this, Turin is pioneering a place-based, participatory governance model that transforms vulnerable neighborhoods through the activation of proximity services, ensuring public squares are vibrant and co-managed by citizens.

2Nite Journal #2

The second Network Journal of 2Nite highlights the activities carried out at transnational and local level between March and September 2025. The development of the strategic objectives and actions of the Integrated Action Plans (IAPs) is preparing the ground for their operationalization and the identification of potential resources for the consolidation of urban security in public space through social inclusion.
