Elke Schimmel is an international expert with over 15 years of experience at the intersection of urban planning, climate action, sustainable mobility, and social inclusion. She supports cities, municipalities, and international networks in designing and implementing people-centred, inclusive urban and mobility transitions.
Her work focuses on integrating gender equality, diversity, and the needs of marginalised groups into policies, planning processes, and investment frameworks. She brings strong expertise in gender mainstreaming, participatory governance, and translating social objectives into concrete strategies that support just and climate-resilient urban development.
Elke has worked extensively across Europe and Latin America with public institutions, international organisations, and multi-level governance actors. She is the founder and CEO of november:city and has supported the URBACT network TechDiversity.
Within URBACT, she contributes to strengthening inclusive urban governance, capacity building, and the co-creation of locally grounded solutions.
