Cities 4 Co-Housing is an URBACT Innovation Transfer Network dedicated to sharing good practices on providing long-term affordability in housing, inspired by the innovative CALICO project in the Brussels Capital Region. Anchored in the Community Land Trust model, the network’s goal is to foster vibrant, empowered communities where mutual care, neighbourhood integration, gender equality, and a strong sense of belonging are at the heart of every initiative.

September: Start of the network journey

October: ITN “Kick-Off” meeting in Paris

The kick-off meeting marked the first in-person gathering of the Cities 4 Co-Housing network. It brought together partner cities, the Lead Expert, the URBACT Secretariat and other Innovation Transfer Networks, providing essential guidance on project implementation, expected outputs, key milestones and upcoming activities.

October: Transnational Network Meeting #1 in Brussels

All project partners were invited to visit the CALICO project site and gain deeper insights into the applied practices and the underlying model.

March: Finalisation of the transferability study

The transferability study showed that certain aspects of the CALICO project can be adapted to different cities, despite variations in legal, financial, and policy contexts. Partner cities face similar challenges in affordable housing and aim to strengthen community living through collaborative housing.  Assessments of transfer potential show which parts of the project need adaptation for successful and sustainable implementation elsewhere.

 

April: ITN “Adapt Stage” meeting in Paris

As networks entered the Adapt stage of their URBACT journey, the meeting provided essential guidance on upcoming milestones, expected deliverables, communication priorities and the methods required to support the transfer of innovation into local contexts.

May: Transnational Network Meeting #2 in Vila Nova de Gaia

The meeting focused on deepening knowledge and practical skills on the most challenging CALICO modules (legal & financial and building), with workshops applying methods for knowledge transfer and test action design. The key milestone was the creation of the Cities 4 Co-Housing Testing Actions Bank. Guided by the lead expert, partners used their collective intelligence to co-create nearly 50 test action prototypes for their URBACT Local Groups, marking significant progress and the adoption of new methodologies.

September: Online Meeting on funding opportunities

During this online meeting we invited an ad hoc expert to focus on unlocking funding opportunities for cities.

October: Transnational Network Meeting #3 in Fuenlabrada

Over three days, partners advanced the Governance and Social modules, building on earlier collaborative work. The meeting included a workshop on cross-cutting themes—digital transformation, green transition, and gender equality—and helped refine investment plan sections while strengthening progress toward project objectives.

February: ITN “Prepare for Re-Use Stage” meeting in Paris

Cities 4 Co‑Housing took part in the URBACT Prepare for Re‑Use meeting, which brought together all Innovation Transfer Network projects working on various aspects of sustainable urban development. The sessions focused on our upcoming deliverables, including investment and continuity plans, communication priorities, and preparations for the final event.

February: Transnational Network Meeting #4 in Thessaloniki

The meeting included several workshops dedicated to drafting and reviewing investment and continuity plans, using peer feedback and practical exercises to further elaborate funding opportunities.
The meeting concluded with discussions on the final event in Brussels and the final network product.

May: Transnational Network meeting #5 in Naples

Combining conference, workshops and collaborative discussions, the meeting focused on sharing practical knowledge and lessons learned from the CALICO experience. Direct exchanges with CLTB representatives and CALICO residents offered partners valuable perspectives on governance, community building and the factors that contribute to the long-term success of co-housing projects.

June: Final Event in Brussels

This final event enabled partners to present their continuity and investment plans and reflect on the future of their projects. The conference “Scaling CALICO Across Europe: Financing Perspectives” explored financial pathways for collaborative housing, while a visit to CALICO complemented the discussions by illustrating the model's governance, housing approach and day-to-day functioning.
