    Wrocław, economic hub and one of the main metropolises of Central Europe, is acting among 100 climate-neutral and smart European cities by 2030.

    We are looking for lead partner and project partners to create a long-term action plan to find solutions for connecting economic growth and green transition by:

    1.    creating an optimal and effective distribution model that shortens the supply chains from farm to fork for local food produce system, providing residents with access to healthy and safe food, affordable, produced with respect for the environment and all participants of this process;

    2.    increasing the activity and number of companies related to sustainable food produce and exploring the potential of local producers (scaling towards food self-sufficiency).

    The URBACT Action Planning Network, which we propose, is to serve the transformation of the food sector, adapting it to the requirements of the "farm to fork" strategy, developing food self-sufficiency, popularizing sustainable agriculture, shortening supply chains and counteracting climate change. The goal we want to achieve is to balance both the increase in production and the demand for organic products and to provide residents with healthy, safe, organic food, which will positively affect their quality of life and health and the protection of natural resources. In the long term, this will also contribute to reducing the carbon footprint of agriculture.

     

    We want to create a strong partnership between the cities and organizations involved, to help cities define and implement sustainable food initiatives based on natural, local products - as an impulse for economic development and attractiveness of the metropolis.

    We are looking for a city that would take the lead in creating such a network and would be willing to take the lead in this project, as well as partner cities that want to exchange experiences in the field of food policy

    Potential results:

    -      We would like to design and test an agricultural business incubator - a tool supporting the competences of local producers, activating them to set up their own enterprises or expand existing ones in the field of local produce, to influence the development of the industry and the creation of new jobs in this sector.

    -      The dynamically developing artisanal food segment needs substantive support. There is a clear trend of interest in natural and organic food, most often produced in farm conditions or agritourism farms, which is why we plan to support future and current entrepreneurs in this area, so as to increase the activity and number of companies related to sustainable agri-food production.

    -      Give more opportunities to local catering system. Wrocław dynamically cooperates with the Centre of nutrition and natural sciences important for the city - the Wrocław University of Environmental and Life Sciences. As part of joint activities, a model urban farm is currently being built in our city - a place aimed at increasing the share of local production in the food system.

    -      They are also to lead to the improvement of social capital and activation of excluded people as well as support for environmental and climate education. Wrocław University of Environmental and Life Sciences has created its own Center for Regional Product. It is a place of training for craftsmen of traditional, organic food with a laboratory, scientific and expert base, the knowledge of which is used not only by smaller processors, but also by staff from large industrial plants.
    As part of the Urbact project, we want the city farm and the Regional Product Center to be both a base for developing skills related to the production of healthy, natural local products, and for acquiring entrepreneurial competences.

     

    We believe that metropolitan regions and areas are best to address the challenges we face, by bringing together urban and rural areas and multiplying each other’s strengths.

    This accelerates the journey to finding tailored solutions for cities and regions, and delivers multiple benefits to their communities in terms of reduced air and noise pollution, less congestion, lower energy bills and healthier lifestyles.

    Oficjalnie zatwierdzony przez Komisję Europejską w 2022 r. program URBACT IV aktywnie wspiera miasta we wdrażaniu zintegrowanego i zrównoważonego rozwoju poprzez współpracę w ramach UE. Ułatwia dzielenie się wiedzą i dobrymi praktykami między miastami i z innymi poziomami władzy. Jego celem jest promowanie zintegrowanego i zrównoważonego rozwoju obszarów miejskich oraz poprawa polityk miejskich i skuteczności polityki spójności w miastach. 

    W programie URBACT IV zaplanowano trzy rodzaje projektów: 

    1. Sieci Planowania Działań będą opracowywać lokalne zintegrowane plany działania w celu poprawy sytuacji w swoich miastach.
       
    2. Sieci Transferu dostosują i ponownie wykorzystają wybrane dobre praktyki w swoich miastach.
       
    3. Mechanizm Transferu Innowacji będzie służyć opracowaniu planów inwestycyjnych dla inicjatyw powstałych w ramach projektów Urban Innovative Actions i European Urban Initiative.

    Sieci URBACT IV będą współpracować z partnerami z 27 państw członkowskich UE oraz państw stowarzyszonych i krajów IPA: Norwegii, Szwajcarii, Albanii, Bośni i Hercegowiny, Czarnogóry, Macedonii Północnej i Serbii. Miasta z innych krajów będą mogły uczestniczyć w działaniach programu na koszt własny. 

    Sieci URBACT IV nadal będą zajmować się szerokim zakresem tematów miejskich, z którego miasta będą mogły korzystać. Wartościowe będzie jednak uwzględnienie przekrojowych tematów programu: transformacja zielona, równość płciowa w mieście, transformacja cyfrowa. Oczywiście nie zabraknie działań związanych z budowaniem potencjału miast i kapitalizacją doświadczeń URBACT, jak również flagowych wydarzeń (Festiwale Miejskie, Uniwersytety Letnie), które będą kontynuowane do 2027 roku! 

  • Urban mobility and its management as a challenge to climate neutrality

    We are looking for a leader and partners in the project, the subject of which will be urban mobility and its management, while creating mechanisms for changing the habits of the urban community in the rational use of individual transport (cars) in favour of other means of transport.

     

    Improving logistics and urban transport, while optimizing the road network and accessibility of public transport, will help to reduce pollutant emissions. The supporting tools must be smart city solutions and digitization of the system.

     

    Less use of collective public transport is also the result of low social awareness related not only to the environmental aspect, but also to the economic and health aspects.

     

    Therefore, works related to the possibility of promoting the integrated, sustainable development of the city in terms of good practices in the functioning of the public transport system - the public transport - must be carried out in parallel. This is related to the need to support sustainable multimodal urban mobility supplemented by the promotion of active movement (cycling or walking).

     

    The lack of high-quality public transport limits mobility and thus limits the ability to decarbonize.

     

    In Rzeszow, there is a systematic increase in the share of zero-emission and low-emission vehicles in the bus fleet serving public collective transport. It is complemented by electric public transport, which is starting to play an important role in the city. These solutions are supported by another planned alternative power source. It will be an electric car that uses hydrogen as a zero-emission fuel. Hydrogen will be the fuel of the future, and Poland is one of the world's largest producers of hydrogen. Conceptual work is underway in Rzeszow on the use of this fuel to power public transport.

    We are interested in exchanging experiences in the field of activities intended to suggest resignation from travelling by car and to encourage the use of other means of transport, in particular by public transport. We are interested in issues related to activities aimed at streamlining urban transport traffic, ensuring convenient transfers, and their impact on a significant increase in the quality of the public transport offer.

     

    An important aspect is the exchange of observations on the directions of activities including the promotion of environmentally friendly forms of transport: public transport, railways, bicycles, as well as pedestrian traffic and the integration of public transport within the entire public transport system.

     

    We would like to compare past experiences and share our own. Analysis of good practices in other cities, as part of constant work on improving communication routes, improving the transport offer, travel speed and punctuality, rationalization of timetables and the system of transfers, improving the price policy of fares, where the goals set for improving public transport will be valuable for us experience.

    Particularly interesting in this context is the development of an integrated traffic management system that ensures priority for public transport and monitors bus lanes and an urban transport management system with passenger information. It would be constructive to compare the equipment of the transport infrastructure, which is a showcase of the city in addition to the rolling stock, and to engage in creating favourable conditions for environmentally friendly forms of transport, where the most important benefit, in this case, is the much lower emission of pollutants by zero-emission vehicles.

    Rozpoczynamy nabór URBACT do Sieci Planowania Działań!

    W drugiej połowie zeszłego roku prezentowaliśmy to wezwanie przy różnych okazjach: m.in. podczas Festiwalu Miast czy też podczas Europejskiego Tygodnia Regionów i Miast. Czy przegapiliście któreś z nich? Możecie dowiedzieć się wszystkiego o naborze, dzięki nagraniu z tego ostatniego wydarzenia w tym miejscu. Dostępny jest też program operacyjny URBACT IV w języku polskim. Od października ubiegłego roku uruchomiliśmy platformę do poszukiwania partnerów, gdzie miasta, agencje miejskie, obszary metropolitalne i władze lokalne zgłaszały swoje pomysły na sieci i już rozpoczęły poszukiwania potencjalnych partnerów. 

      

    Nabór URBACT zaczyna się j[u]ż dzisiaj, zatem koniecznie podzielcie się swoimi pomysłami i przejrzyjcie inne propozycje w naszej wyszukiwarce partnerów!

    RESOURCEFUL CITIES is an URBACT Action Planning Network of ten European cities. This project seeks to develop the next generation of urban resource centres, so they can serve as catalysts of the local circular economy, by adopting a participative and integrated approach. The resource centres strive to promote the positive economic, environmental and social impacts, notably for the circular economy. Thus, the network facilitates waste prevention, reuse, repair and recycling. The centres also work as connection points for citizens, new businesses, researchers and the public sector to co-create new ways to close resource loops at the local level. By bringing together interested actors to work alongside, the goal is to promote the change of values and mindset.

    As the project is coming to the end, it is time to unwrap all the presents that are our achievements. There are many and you can read all about them in the last newsletter. To just mention a few – we have launched a new network Bee Path Cities, published a shortened version of the guidelines that were first published in the first partnership BeePathNet. The original extended version of guidelines is also available online. To spread a lot of inspiring ideas for urban development, we have issued thematic newsletters in all partner languages as well as English and every partner city has a Bee Path with which citizens learn more about bees and pollinators in the city.

  • Guidelines for cities to evolve into a Bee Path City

    XS guidelinesWe developed guidelines – tools for cities that would like to evolve into a Bee Path City. There is a short edition “Evolving into a Bee Path City” (issued in 2022) where we summarise all key aspects of our transfer journey. It is meant to encourage new cities to follow our steps and, hopefully, read the full version of the guidelines. With special support of URBACT it was translated into 12 languages.

    In addition to Ljubljana’s (Slovenia) practice of urban beekeeping and its ‘Bee Path’ the full guidelines contain case studies and inspiring examples from five BeePathNet project partners cities (2018 – 2021; Amarante, Portugal; Bydgoszcz, Poland; Cesena, Italy; Hegyvidek, XII District of Budapest, Hungary and Nea Propontida, Greece). In the shortened pocket addition we added short information on activities of additional four BeePathNet Reloaded project partner cities (2021 – 2022; Bansko, Bulgaria; Bergamo, Italy; Osijek, Croatia and Sosnowiec, Poland).

    If your city is seeking to understand, adapt and re-use the inspiring ‘Bee Path’ practice of Ljubljana (Slovenia) and other principles described in the guidelines, then the next step is for you to join the Bee Path Cities network. It was launched in October 2022 to continue the exchange and learning opportunities for cities beyond URBACT support. It is now open to all urban authorities in Europe and across the world.   • Four transfer cities learning logs

    All four cities that transferred Ljubljana good practice wrote a learning log on their urban beekeeping good practice transfer. It is a document revealing how they did it and what learnt and accomplished. Transformation on an individual, institutional and city level is presented and additionally, how it reflects on an international level. One can learn how different the starting points for each city were and some of the obstacles they needed to overcome in order to transfer the good practice.   • BeePathNet Reloaded Transfer Network Meeting in Sosnowiec

    The fourth thematic transfer meeting took place in September 2022 in Sosnowiec, Poland and focused on new products and services. Partners from Ljubljana, Bansko, Bergamo and hosts from Sosnowiec meet in person, and partners from Croatia participated virtually.

    The partner city representatives were greeted by Anna Jedynak, Mayor’s Plenipotentiary for External Funds and Social Matters. She highlighted important accomplishment directly resulting from this project such as 20 URBACT local group members deeply involved in environmental protection, establishment of a biodiversity park, also new municipality legislation on beekeeping, implemented educational programme and several new products. The city of Sosnowiec is already introducing these solutions across Poland. In her opinion the best impact of this project is a change in Sosnowiec citizens behaviour and their way of thinking.

    Partners presented the progress they made with their Bee Paths and how they deal with new products in their cities. Bansko (Bulgaria) and Osijek (Croatia) are focusing on marketing aspects. Bansko, wants to introduce bee products such as honey, pollen, wax … in different forms. One of their most unusual products is a tea made of dead bees as a source of different microelements, acids and chitosan. The city of Osijek highlighted good marketing possibilities of honey vinegar and their intention to promote apitherapy as a rather unknown service in Croatia. Bergamo (Italy), a UNESCO site of gastronomy, successfully established synergies among beekeepers and cheese producers. They matched their nine special types of cheese, protected with EU label Protected geographic origin, with regionally specific honey types. On the other side, Sosnowiec focuses on awareness raising. They encourage restaurants to use honey in cooking, organised various pollinators and environment protection related events and celebrations with an excellent citizens response, awareness building for children in Zaglebie Media Library … They also made a bee mascot.

    This meeting was also an opportunity to discuss the final outputs that need to be produced as well as the work on partner’s mid to long-term urban beekeeping plans. One of the most important aspects of the meeting was the finalisation of preparations for the network final conference and launch of the Bee Path Cities network which will occur at the same time. In discussion on issues related to the future the first five partner cities representatives (BeePathNet) also joined us via zoom.

    The most inspiring part of the meeting was the visit of the Sosnowiec Bee Path where we learnt of different approaches the city employs to bring bees closer to residents. In the Katowice special economic zone, Agnieszka Glińska (Anna Kopka) of the Sosnowiec and Dabrowa subzone presented their work, which was followed by a presentation by Bożena Wroniszewska-Drabek from Humanitas University on how to use marketing support for new products. Among the points visited were Sielecki Castle, Schoen Museum, Zaglebie Media Library, Honey Comb Charity Shop, Museum of Medicine and Pharmacy and many more.

    Wraz z zatwierdzeniem programu URBACT IV (2021 - 2027), pojawiła się pierwsza możliwość przygotowania się do pierwszego naboru na Sieci Planowania Działań.  

     

    Nabór do sieci zostanie otwarty w styczniu 2023 r., jednak URBACT już dziś udostępnia miastom platformę do kontaktu i zapoznania się z pomysłami na projekty innych miast i do ‘swatania’ miast w dobrym URBACTowym stylu.     Sieci Planowania Działań mogą składać się z 8-10 partnerów miejskich – gmin miejskich lub innych samorządowych władz miejskich, agencji rozwoju ds. rozwoju miast oraz instytucji metropolitalnych lub regionalnych, z różnych obszarów UE. Na czele Sieci znajduje się administracja jednego z miast partnerskich, która pełni rolę Partnera Wiodącego która wraz z wyznaczonym Ekspertem URBACT prowadzą projekt w stronę wprowadzania zmian w miastach i ich lepszego funkcjonowania.  

     

    Partnerzy wyruszą w 2,5-letnią wyprawę, podczas której będą zmagać się ze wspólnym dla wszystkich zaangażowanych miast konkretnym wyzwaniem miejskim lub poprawiać lokalną politykę związaną z określonym zakresem tematycznym. Jeśli chodzi o współczesne miasta, istnieje wiele wyzwań, nad którymi mogą pracować sieci. URBACT zawsze zachęca miasta do podejmowania tematów, które są istotne dla przyszłych partnerów.

     

    W przypadku najbliższego naboru będzie podobnie, z tą różnicą, że tym razem program skłania potencjalnych beneficjentów do uwzględnienia trzech przekrojowych perspektyw tematycznych: zieleni/środowiska, równości płci i cyfryzacji. Bez względu na to, czy Wasze miasto zamierza zająć się kwestiami mobilności, dziedzictwem kulturowym, inżynierią finansową, transformacją energetyczną czy jakimkolwiek innym tematem, URBACT zachęca do podjęcie dodatkowego wysiłku i rozważenia, czy i w jaki sposób te przekrojowe zakresy tematyczne stoją za określonymi wyzwaniami i czy mogą nawet stanowić ich rozwiązanie?

    W każdej chwili swój pomysł na projekt będziesz mógł aktualizować i zmieniać informacje zawarte na platformie do zgłaszania pomysłów. Gdy znajdziesz wszystkich potrzebnych partnerów, będziesz mógł na niej zaznaczyć, że Twoje partnerstwo jest już kompletne, żeby nie otrzymywać dalszych zapytań o projekcie czy też wyrazów chęci przystąpienia do niej.  

    Kandydaci na Ekspertów Wiodących URBACT IV również mogą się przygotować: nabór na aprobowanych Ekspertów URBACT zostanie otwarty do końca tego miesiąca. Bądźcie więc czujni i zajrzyjcie na naszą stronę!
