    Roberto Carella currently provides specialised support at Health Department of Apulia Region focusing on "One Health" as a catalyst for sustainable development according to SDGs. His focus is on critical issues such as health, environment, circular economy, innovation, transport and urban mobility, as well as nature conservation and climate change. 

    He is also a project management consultant at MT-Europe where he emphasizes the potential of tourism as a tool for economic diversification, the protection of natural and cultural heritage, and the engagement of local communities in the transition journey especially in the fields of smart cities, smart territories, smart islands, focusing on clean energy and waste-to-energy.

    He holds his degree in Economics at University of Bari and an eBusiness PhD at eBMS ISUFI University of Salento, with a focus on Knowledge Management. Furthermore he is a public policy expert and university lecturer in management and sustainability, having collaborated with the University of Bari, (Taranto Campus),University of Malta, European Commission, Ashoka, Regional governments and think tanks.He is involved in creating tailored support programs for entrepreneurs, nurturing start-ups in clean-tech sectors, and collaborating with business incubators. Moreover his consultative role in various institutional bodies has garnered him a reputation for efficacious stakeholder engagement and strategic vision in facilitating a Just Transition to a greener, more equitable economy.

    He also supports the preparation of territorial plans, particularly related to capacity-building, empowering local governments, organizations, and communities to actively participate in the Just Transition Process.

  • Chiara Lucchini

    I worked until 2005 in Barcelona in the fields of architectural and urban design, and in the architectural publishing field. In 2006 I graduated in Architecture at the Politecnico di Torino and received a study grant in its Architecture and Design Department of Politecnico di Torino. I obtained the Advanced course in “Sustainable Urban Development” at the Venice IUAV University on 2011, and a Ph.D. in Public Policies at the Venice IUAV School of Doctorates on april 2013, with a work on the urban crisis and deindustrialization processes in the city of Detroit. In 2007 I joined Urban Center Metropolitano Torino (today Torino Urban Lab), where since 2014 I am working as Regional Development manager, taking care of the EU programming scientific coordination, international networking and partnerships, and researching on urban policy-making processes in Torino and its metropolitan area. Since 2014 I work as Adjunct professor at Politecnico di Torino (Interuniversity Department of Regional and Urban Studies and Planning), teaching landscape and urban design. In april 2021 I was appointed Cultural Heritage Expert for UIA - Urban Innovative Actions (today European urban Initiative) programme, with the task to consulting the City of Halandri (Greece) in the development of the Cultural H.ID.RA.N.T project.

    As a practitioner, professor and independent researcher, I have developed activities related to the urban policies field, framing the process of change from different angles, constantly committing to engage positions, capacities, operational&relational resources of stakeholders. In this sense urban policies are tools to enhance a more direct involvement of communities in the political process, with the public discourse on space (i.e. use, government, transformation, management of lands and buildings) working as a  translation device, a trading zone between different issues, interests, languages and concerns. Working at the crossfield between practice, public communication, scientific dissemination, helped me understand cultural heritage as a set of tangible and intangible common identity elements, a powerful tool to relate cities to citizens.

  • Yvan Corbat

    I have been supporting EU local authorities for over 25 years, with a special focus on exchange & learning processes, cooperation and coordination of transnational projects to support socio-economic development, and on the design, implementation and evaluation of strategies, coordinating teams and stakeholders working on different fields, mostly around Cultural & Creative Industries, environmental issues and social and employment linked initiatives, through projects supported by programmes and funds within the EU Cohesion Policy.

    I am particularly motivated when it comes to projects that involve local authorities, closer to citizens and able to implement policies and initiatives with shorter term impacts, and had the privilege to work in past URBACT projects (as Lead Expert for “Tropa Verde” TN or Thematic expert for “Creative Spirits” APN), and with URBACT Secretariat in the framework of the “Study on National URBACT POINTS - NUPs” (2021), and thus will be happy to remain as part of the URBACT family.

    I have 10 years of experience as a project manager and coordinator, working with local authorities across Europe and beyond. I am a passionate networker with a volcanic personality who loves connecting people and ideas.I have a transversal profile with previous experience in the fields of energy, culture, youth and education, both in Europe and in South America. I have coordinated and facilitated several participatory processes and projects, mainly in the fields of energy communities, smart cities and urban regeneration.As a facilitator, I do my best to create a supportive and inclusive environment where everyone feels comfortable to express their thoughts and, if possible, is also having fun. Currently living in Brussels and working for Energy Cities, I am looking forward to this new challenge and adventure and am eager to help cities shape their common challenges in a structured, motivating and efficient way.

  • Dr Corrado Minervini, architect and urban planner

    I have been working on urban development for twenty-five years, covering key topics like water supply, sanitation, health and education infrastructure, housing and social housing, emergency preparedness and recovery, as well as cultural heritage preservation. These are also the subjects I deal with when lecturing in several universities.

    I carried out my professional activities in Europe, China, Africa, South America, Middle East and the Balkans for institutions like the European Union, UN-Habitat, World Bank, UNDP, NGOs, local governments and the bilateral cooperation (GiZ, Enabel and AFD). My first urban planning exercises date back to 2001 in Kosovo while working as a housing coordinator for UNMIK.  Then I drafted urban development plans in Sierra Leone, Albania, Montenegro, North Macedonia, Palestine and Senegal, using participatory approach and appropriate technologies. Housing and Social Housing, as well as primary and secondary infrastructure and productive activities, have always been approached holistically. I also developed software applications to speed up the spatial analysis and consequently the decision-making process.

    I have always applied Energy Efficient buildings and green cities thematics to my professional activities, being aware that cities are responsible for 80% of gas emissions and 70% of energy consumption in the world. Their potential investment in the low carbon sector is enormous as well as the incidence in reducing the Climate Change effects.

    Working within the MED-ENEC Project (2015-2016, project financed by the European Union) was an opportunity for me to systematise my knowledge and experience in low energy building and urban planning.  I then published a book on energy efficiency retrofitting measures (including a software application on affordability, profitability and applicability of retrofitting measures to residential buildings, urban areas and cities).

    My first urban planning exercises date back to the 2001 in Kosovo while working as Housing Coordinator for UNMIK. From 2004 to 2006 I worked on an EU project called “Training and Capacity Building of Local Self-Government Institutions in Macedonia”, as urban planning expert - drafting the key urban development strategies country-wise and as trainer on “Urban Planning Tools and Method” addressed to 85 municipal technical officers.

    From 2008 I led a team for the Preliminary Study on the Freetown Development Plan (Freetown Sierra Leone) and in 2009 I was appointed as an urban planning expert within a Cities Alliance project for the Freetown Slum Upgrading. Soon after I headed a team of international experts in drafting four Structural, Regulatory and Investment Plans in Albania (for the city of Durres, Shkodra, Vlora and Kamza – the Project was funded by the World Bank). From 2011 on I have drafted the Freetown Structural Plan (EU), a rollout programme for UNDP in Sierra Leone to support the National Land Policy implementation process, a regeneration programme for minor historic centres in the West Bank - followed up by missions in 2015 - I was Technical Advisor on Land Governance and Urban Planning in Baghdad for UN Habitat, Team Leader of the Tirana City Development Strategy (a City Alliance project funded by the World Bank), EU project evaluator in Israel, urban planner and mobility expert in East Jerusalem for UN Habitat, Team Leader in Mali and low energy building and urban planning expert in Egypt. I have also evaluated a huge urban development programme in Cairo (for the European Union) and a project on Historic Centres preservation in Palestine (for the Belgian Technical Cooperation). Recently I have led an urban development project in Senegal (funded by the WB) and an Urban Development Advisory Service for the EU Commission.

    Pietro L. Verga has been researching and working on innovative, place-based sustainable development initiatives and strategies for nearly two decades.

    Remarkably, he supported different Municipalities (e.g., Baia Mare, RO; Copenhagen, DK; Ferrara and Milano, IT) in the design, management, and/or coordination of European Projects and strategies focusing on community-led and participatory approaches, nature-based solutions, circular economy principles, and social innovation.

    PhD in Urban, Regional and Environmental Design,  Habil. in Urban Studies. My work covers socio-spatial inequalities, with a focus on public policies addressing migrants and refugees, and housing.  I am  senior urban policy expert having worked for over twenty years with EU programmes and initiatives.

    At URBACT since 2004 first as Lead Expert and from 2015 to 2022  as URBACT Programme Expert attached to the Secretariat, representing URBACT as expert for  four EU Urban Agenda Urban partnerships: Urban  Poverty, Affordable Housing, Inclusion of migrants and refugees, Culture and Cultural Heritage, leading ad hoc activities as the Knowledge Hub on Housing, co-drafting the Basiline study for the EU UA on Urban Poverty, leading the action on better regulation of Short term rental for the EU UA, while providing support to many networks  in URBACT I, II and III,  more specifically on Migration (ARRIVAL Cities, RUMORLESS cities); Housing (ROOF) Education, culture and tourism (ACCESS, On stage, Playful paradigm, On Board, tourist friendly cities), urban poverty and deprived urban areas (PHYRE, URBAMECO, URB inclusion); Reuse of urban space, health and green cities (MAPS, VITAL cities), public services and deliveries (SIBdev on social impact bond, CSR4cities corporate social responsibility,  Find your greatness),  commons & public participation (CIVIC eState, Active NGO, Volunteering cities), Gendered Landscape for the action housing and probably other networks and cities over 20 years.

    Throughout this extensive experience, I have had the opportunity to support URBACT in a variety of capacities, including co-designing programme  advancements, conferences, summer universities, and other initiatives that contribute to public events, studies, policy labs, and research. In addition, I have worked with JRC, DG regio, DG home, Urban Innovative Action, and other international organisations including Housing Europe, IUT, and FEANTSA as an independent researcher and inside the framework of URBACT.

    I've worked in Academia in Italy, Germany, France, and the United States and I currently hold a research position at  H-City Cluster on housing and city at IUAV Venice University where I collaborates with the UNESCO chair on migration at IUAV SSIIM. I interact  as activist with a variety of NGOs, international organisations, and independent civic projects throughout Europe e.g. From Sea to the Cities working on solidarity cities for better migration policies in Europe, and INURA International network of Urban Research and Action.  Co-founder of Tesserae urban and social research,  MiMetis SRL migration research, member of the video collective Oginoknauss and  European responsible housing award jury.
