Networks

Discover the URBACT Networks, their cities, their plans,  and recommendations. An URBACT network brings together EU cities willing to exchange ideas and produce integrated local policies with the help of their peers, local stakeholders and URBACT experts. Cities can join three types of URBACT Networks, Action Planning, Transfer and the Innovation Transfer Mechanism, following calls for proposals.

  • Network4Work

    Network4Work is an URBACT Transfer Network bringing European cities together to improve how local employment systems work. The project transfers a proven multi-stakeholder model that connects public authorities, businesses and civil society to better respond to labour market challenges. Through cooperation, shared learning and local action, Network4Work helps cities create stronger partnerships and better labour opportunities for their communities.

  • TactiCity - Tactical urbanism for inclusive places

  • CityLake

    CityLake network aims to create local alliances in 7 European cities to protect and valorise inland water resources, following the path outlined by the Lake Cusio Contract, in Italy. Based on a scientific understanding of lake ecosystems and continuous monitoring, the proposed approach leads to implement science-based actions and ensure the long-term commitment of a wide range of stakeholders (regional and local authorities, companies, NGOs and citizens).

  • URBAN ECHO

    The URBAN ECHO network helps cities with an integrated approach to urban renewal that puts people first. The Transfer Network develops long-term strategies, tailored to each neighbourhood. Led by Ghent, partners learn how cross-departmental collaboration, meaningful citizen participation and strong local partnerships create change that resonates. No quick fixes. No standard solutions.

  • Theatre4all

    Theatre4all is an URBACT Transfer Network bringing together European cities to transfer and adapt an innovative cultural policy that positions public theatres and the performing arts as drivers of social inclusion, accessibility and community participation. Led by the City of Alessandria (IT), the network supports partner cities in embedding inclusive governance, co-creation with local stakeholders and audience development into their cultural strategies.

  • CO-PLACE

    The CO-PLACE network helps cities activate underused spaces for cultural heritage and social innovation. Inspired by Brindisi’s social innovation hub, partner cities learn to reuse vacant public buildings as neighbourhood hubs for services, culture and learning. Through collaboration with local communities and stakeholders, the network promotes placemaking, social inclusion and stronger, more resilient communities.

  • RE:START

    ​RE:START is an URBACT-funded Transfer Network on boosting the attractiveness of mid-sized cities. It will capitalise on the experience of Idanha-a-Nova (PT) reverting depopulation by creating new pathways for growth, using innovative place branding as a main driver. Along with Idanha, the transfer cities are Jonadi (IT), Loutraki (EL), Marina Alta functional area (ES), Nyborg (DK) and Khotyn (UA).

  • Youth Space Link

    Youth Space Link connects 7 European cities that believe youth spaces can be more than just places – they can be platforms for participation, dialogue and real influence on local policies. By sharing experience and learning from each other, cities adapt proven solutions to empower young people in their own local contexts.

  • URBACT Pioneers Accelerator

     

    URBACT Pioneers Accelerator is the bespoke learning programme for cities from EU accession countries: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia. Participating cities are tackling specific urban challenges with solutions in line with the EU integrated sustainable urban development policy framework, values and best practices.

     

    The URBACT Pioneer Accelerator is a structured and inspiring learning journey that helps cities lead sustainable change. It supports them in understanding EU urban development policies while fostering innovation through integrated and participatory approaches and the implementation of small-scale pilot actions.

     

    Cities are organised within 4 thematic clusters - Urban Nature, Waste Management, Mobility and Sustainable Tourism. All 27 cities follow the same methodological - URBACT Accelerator framework which consists of three learning dimensions:
