Networks

Discover the URBACT Networks, their cities, their plans,  and recommendations. An URBACT network brings together EU cities willing to exchange ideas and produce integrated local policies with the help of their peers, local stakeholders and URBACT experts. Cities can join three types of URBACT Networks, Action Planning, Transfer and the Innovation Transfer Mechanism, following calls for proposals.

  • TechDiversity

    TechDiversity is an URBACT network of eight partners representing small and medium-sized European cities, that aim to boost and facilitate diverse local communities that are not active in Tech & Digital sectors, facing specific challenges in terms of diversity, gender equality and inclusion. Furthermore, the partner cities will mainly focus on an identified pressing issue and will support at least one diverse local group in each of the participating cities, through the action plans.

  • FEMACT-Cities

    Gender equality has been enshrined in EU law for nearly 25 years, however, implementation on a local level remains uneven. The role of gender equality as a cross-cutting topic which is vital to all policy areas remains poorly understood and work on gender equality implementation on a local level continues to be hampered by knowledge and data gaps, lack of dedicated personnel, lack of awareness, lack of political support and both active and passive resistance.


    The FEMACT-Cities network is therefore focusing on the implementation gap in gender equality policy across a wide range of topics. The network’s goal is twofold: to improve the implementation of gender equality on a local level and to increase innovation and knowledge sharing in gender equality in topics shared by the partners.


    To do this, the bespoke network curriculum focuses on both factors which help and hinder implementation, from plans to data to political support, and sharing knowledge from best practices outside the network and between the network partners. The goal is to empower the partners and a wider audience not only in the “what” but also the “how” of gender equality on a local level.

  • NextGen YouthWork

    NextGen YouthWork aims to develop further and improve online youth work through innovative digital solutions at the city level. By this, the network works towards better aligning youth work with the opportunities and challenges posed by the online world in which young people spend a lot of time nowadays.

  • Re-Gen

    Re-Gen is a European network of cities that aims to support sustainable urban development and social inclusion thanks to the protagonism of secondary school students from disadvantaged backgrounds. Young people, aged between 10 and 18, will be involved in the transformation of abandoned public areas into urban sports hubs, with the approach of tactical urbanism and inclusion of green and gender criteria in architecture.

  • Agents of Co-Existence

    The main objective of the Agents of Co-Existence Network is to foster innovative approaches to societal challenges and strive for inclusive local policies with active community involvement. To achieve this, the network focuses on strengthening the skills and competences of civil servants and creating new organisational structures and cultures to further boost civic participation and thereby build a stronger foundation for democracy. Through knowledge exchange and study visits, the network explores the possibilities to improve participatory processes and maximise outcomes.

  • LET'S GO CIRCULAR!

    LET‘S GO CIRCULAR! network is paving the way for a sustainable, just and productive transition of cities towards a functioning Circular Economy. It addresses all issues relevant to a holistic strategy of circular city ecosystems, fostering innovative solutions. The concept of the 10 R Ladder (from REFUSE to RECOVER) serves as an underlying principle for the action planning.

  • Global Goals for Cities

    The 2030 Agenda for Sustainable Development and its Sustainable Development Goals, adopted by all United Nations Member States in 2015 as a universal call of action to protect our planet, end poverty and ensure peace and prosperity for all by 2030. "Global Goals for Cities” is a pilot network and strategic partnership aimed at accelerating progress towards achieving the Sustainable Development Goals in 19 cities of the EU, through peer learning and integrated action planning. The partnership is funded through the European Regional Development Fund's URBACT III European Territorial Cooperation programme.

  • BluAct second wave

    The BluAct Network follows the success of the Blue Growth Initiative of the Municipality of Piraeus, an award-winning business plan competition that offers support services to local entrepreneurs in the marine and maritime sector, stimulating innovation and job creation. The BluAct Network aims to inspire the four new partner cities in the Second Wave of the Network to learn from the experience of Piraeus and hold entrepreneurship competitions to support local businesses in the blue economy. Through the approach of setting up local URBACT Support Groups and engaging local stakeholders to support them to organise such a competition, the ultimate goal of the BluAct Network is to stimulate the growth of the blue economy in European cities.

  • Tech Revolution 2.0

    Medium-sized post-industrial cities in Europe seek ways to grow & diversify their economies to compete with the pull of larger hubs. This is even more important in the wake of the COVID-19 pandemic. Barnsley has been committed to growing higher value jobs, particularly within its tech and digital sectors. The Good Practice comprises 2 main pillars: - Enterprising Barnsley, an award-winning business support programme - The Digital Media Centre, a landmark hub for tech business in the town centre which has recently expanded into a second building as Barnsley expands The Seam - Barnsley's Digital Campus.
