    V roce 2015 nás vyrazilo 193 na cestu s cílem naplnit SDGs

    Ti (193 členských států), kdo se v roce 2015 na Valném shromáždění OSN zavázali naplňovat Agendu 2030 pro udržitelný rozvoj – globální rozvojový program, který stanovuje 17 cílů udržitelného rozvoje (SDGs, Sustainable Development Goals), se nyní nachází v půlce cesty na jejich dosažení. Tato cesta má společný cíl, ale pro každého na ní čeká něco jiného.

    Hybná síla v podobě místních samospráv

    Vliv a transformační síla místních samospráv v roli naplňování SDGs není reflektována pouze v samotném cíli 11 „vytvořit bezpečná, odolná a udržitelná města a obce“, ale je zde přesah i v ostatních SDGs. Tento cíl zde není náhodou, ale je výsledkem četných vyjednávání o podobě Agendy 2030. Jak odpovědnost za naplňování SDGs přebírá kromě státu také město? Města řeší kulturu, sociální problémy, plánování a územní rozvoj, energetiku či dopravu a zodpovídají za realizaci vlastních investic. Globální závazky tak aplikují na lokální úrovni, a co víc, mají nejlepší předpoklad zapojit do plnění těchto závazků místní komunity.

    SDGs je fenomén uplatnitelný nejen ve strategickém plánování pro obce, města, regiony a stát, ale i v samostatně působících organizacích a společenstvích. Přináší kompletní nákupní seznam a pomáhá neopomenout žádnou z rozvojových oblastí. SDGs jsou aplikovatelná ve strategickém plánování, monitoringu (sledování indikátorů udržitelného rozvoje), při plánování soukromých i veřejných investic, slouží jako jednotný jazyk v případě mezinárodní spolupráce, která prostřednictvím SDGs může hledat řešení a sdílet zkušenosti v konkrétních oblastech. Jihlava se např. připojila do pilotní sítě 19 evropských měst: Global Goals for Cities (Globální cíle pro města). Tento projekt pomáhá zapojeným městům nejen s výměnou zkušeností při akceleraci dosahování SDGs, ale i s přípravou integrovaného akčního plánu.

    Že lze aktivně podpořit adaptaci, mitigaci, kulturu, vyřešit mnohé soc. problémy, zajistit základní služby nebo cirkulatritu a minimalizaci odpadů aj. na místní úrovni, nám ukazují česká města prostřednictvím svých různorodých aktivit. Města navíc do svých aktivit zapojují i soukromý sektor – firmy, občanskou společnost, školy a jiné instituce. Místní samosprávy jsou tvůrci regionálních politik, které navazují na ty národní a jsou katalyzátory změn. Nikdo nepochybuje o jejich přední úloze v prosazování udržitelného rozvoje na místní úrovni.

    Města se připravují na klimatickou změnu (SDG 11 a 13) tak, aby snížila možná rizika a dopady s ní spojené (adaptace) nebo se snaží aktivně přispět a dostát globálním klimatickým závazkům (mitigace). Začněme u strategií, které své vize proměňují ve skutečné projekty. Každé město se v rámci svého strategického plánování může individuálně připravovat na rizika spojená s klimatickou změnou a snížit svou zranitelnost např. kvalitně zpracovanou adaptační strategií. Adaptační strategie statutárního města Jihlavy, která pečlivě zpracovala analytickou a implementační část, jež navrhuje konkrétní řešení v podobě projektů týkajících se proměn v krajině, využití smart prvků např. prostřednictvím používání automatizovaného měření v rámci městské senzorické sítě, příp. revitalizace budov či veřejného prostoru.

    Dalším řešením je jít cestou adaptace a aktivního přičinění (mitigace) a zpracovat klimatický plán, který cíleně „draftuje“ cestu za snižováním emisí města – např. jako hl. město Praha. Ten přináší své řešení v podobě konkrétních projektů: zelené střechy na Praze 7, využívání dešťové vody, tvorba míst kombinujících rekreační prvky a přírodě blízkých řešení v krajině, nahrazování vozidel s konvenčními pohony za nízkoemisní až bezemisní atd. Město se však neskládá pouze ze zastavěné části, ale i krajiny. K základnímu pochopení krajinného rázu, jejího rozvoje či ochrany pomáhá tzv. územní studie krajiny (ÚSK), kterou si město může pořídit pro území svého celého katastru (SDG 11, 13, 15). Kvalitně zpracovanou ÚSK má např. pro svůj správní obvod město Černošice. Takto kvalitní podklad může být využit v dalších rozvojových aktivitách města s cílem ochránit cenné ekosystémové funkce krajiny.

    Město nastaví strategii, ale realizaci již může nechat v rukou příslušných organizací, expertů či škol. To platí i v případě obnovy krajinných prvků. Např. spolek Mokřady z. s. od roku 2012 začal s péčí o lokalitu Lesnovské mokřady (poblíž Jihlavy). Místo je tak revitalizované, probíhají zde čas od času edukační procházky a slouží veřejnosti i ohroženým druhům zvířat (viz fotografie č.2).

    Město tvoříš ty, ty i ty

    V Jihlavě se aktivně hlásí k SDGs a Agendě 2030. Za poslední roky zde vyrostlo velké množství zajímavých projektů a město podporuje principy udržitelného rozvoje nejen v rámci realizace místní Agendy 21, členstvím v Národní síti Zdravých měst, ale i podporou participativních mechanismů. Zapojení veřejnosti do dialogu o městě a tvorby městského prostoru je přitom klíčové.

    Že partnerství veřejného a soukromého sektoru má smysl, ukázala např. spolupráce předního zaměstnavatele BOSCH DIESEL (SDG 4, 11, 17) a Jihlavy. I soukromý sektor může mít pozitivní vliv na rozvojové aktivity města. Navíc forma spolupráce na jediném projektu dokáže navzájem vyřešit hned několik problémů na obou stranách. Město Jihlava postrádalo volná místa pro děti v mateřských školách, na druhé straně chtěla firma BOSCH DIESEL zatraktivnit technické vzdělávání dětí či svým zaměstnancům pohlídat děti ve školce „o něco déle“. Tato spolupráce dala vzniknout internátní školce Bystrouška (viz fotografie č.3).

    Veřejný prostor slouží pro odpočinek, vzdělávání, setkávání či sport – slouží tedy lidem. Některé podpořené projekty radnic cílí na komunity (SDG 11), volný čas i „zvelebování“ právě onoho veřejného prostoru. Mnohé unikátní projekty vznikají právě v rámci partnerství nejrůznějších aktérů (SDG 17). Jako příklad můžeme uvést projekt Plechárny na Praze 14 nebo spolupráci občanů, knihoven s městem, která dala vzniknout integračním, edukačním a poradenským místům v celé ČR.

     

    Kvantová teleportace – sdílení zkušeností v udržitelnosti mezi městy

    Dobré myšlenky a realizace je potřeba sdílet, a to nejen mezi městy v ČR ale i s těmi zahraničními. Nejen program URBACT pomáhá rozvíjet a sdílet vědomosti, které jsou nezbytné pro rozvoj udržitelných lidských sídel. Je zde celá řada dalších iniciativ a sdružení, a ta síťují mnohá města mezi sebou (SDG 11, 17). Jaká to jsou? Města se mohou připojit např. k Národní síti zdravých měst, Paktu starostů a primátorů pro udržitelnou energii a klima nebo k partnerství v rámci Městské agendy EU. Společný cíl si mnohá města určují prostřednictvím různých iniciativ. Pokud se město připojí, získá partnery na společné cestě, demonstruje svůj postoj ke konkrétnímu tématu nebo obecně buduje vlastní „image“. Na mnohé tak zapůsobil např. Liberec, který se zapojil do EU Mise – 100 klimaticky neutrálních měst. Této neutrality by měla EU města dosáhnout do r. 2030. Mimo jasně stanoveného cíle, networkingové aktivity a velmi pozitivní „image“ města, získají také poradenství na míru a příležitost zapojit se do velkých inovačních projektů v celkové hodnotě 360 mil. eur z prostředků Horizont Evropa. Města tak nyní musí zpracovat celkový plán na dosažení této neutrality v odvětvích jako je např. nakládání s odpady, doprava či energetika. Je dobře vidět, že se i česká města aktivně snaží o odpovědný přístup a přijímají globální závazky.

    Města jsou zkrátka iniciačně-kreativními středisky, kde rozvijí nejrůznější aktivity a svým angažmá přímo i nepřímo, vědomě i nevědomě navazují na cíle udržitelného rozvoje, ukazují svůj odpovědný přístup k rozvoji území, pečují o krajinu, napomáhají řešit sociální nerovnosti a starají se, aby se u nás dobře žilo.

      Just halfway towards our goals following the marked route, the AGRI-URBAN Network (URBACT III Programme) held a transnational meeting in the Swedish city of Södertälje from 21 to 24 May 2017. A turning point in the agenda of this project, the meeting focused on the AGRI-URBAN topics linked to the experience of this city and also put the emphasis on shaping the Integrated Action Plans of all partners of the project with the participation of their respective URBACT Local Groups.     • Klaipeda Case Study: Virtual hackathon “Unlock SDGs”

      To achieve Agenda 2030 and make sure that we leave no one behind, everyone needs to get involved in the work towards a more sustainable world. Youth continuously are an important factor in this work. The Klaipeda city has Forum of Youth Ambassadors, which is a new body put in place with the hope of creating lasting and strong youth engagement.
