Breaking Isolation: A Baseline Study on Social Isolation in Europe

Edited on 20/05/2025

As part of the URBACT "Breaking Isolation" project, a baseline study was conducted to provide an overview of the state of social isolation within the partner cities of the network. This essential work, carried out at the start of the project, aims to better understand local realities and the specific challenges related to social isolation across different urban contexts in Europe.

The study, led by URBACT expert Christophe Gouache, explores the causes of isolation, identifies the most affected groups (older people, youth, migrants, etc.), and highlights existing local strategies. It serves as a shared knowledge base from which partner cities can exchange insights, learn from one another, and co-develop innovative solutions to break social isolation.

100 Stories to Bring Isolation to Life

Alongside the study, a collection of 100 social isolation stories was gathered from the 10 partner cities—10 stories per city. These testimonies, compiled in a dedicated publication, offer a powerful and deeply human portrait of social isolation across Europe.

Children, teenagers, adults, and seniors: the stories reveal that isolation can affect anyone and often takes on invisible forms. This collection seeks to make the invisible visible, to inform policy thinking, and to place the human experience at the center of action.
