Η διαδικτυακή πλατφόρμα Cities Engaging in the Right to Housing (Πόλεις που συμμετέχουν στο Δικαίωμα στη Στέγαση) βασίζεται σε μια πρωτοβουλία που ξεκίνησε το 2020 με επικεφαλής τις Αστικές Καινοτόμες Δράσεις (Urban Innovative Actions- UIA) και το URBACT για την ανταλλαγή πρακτικών μεταξύ των τοπικών διοικήσεων των πόλεων που εφαρμόζουν τη στεγαστική πολιτική με βάση τα ανθρώπινα δικαιώματα. Η χρόνια στεγαστική κρίση, η σημασία της στέγασης για τη διασφάλιση της ζωής υπό την απειλή της πανδημίας COVID-19, ο αυξανόμενος αριθμός ανθρώπων που έρχονται αντιμέτωποι με την έλλειψη στέγης - όλα αυτά τα ζητήματα απαιτούν μετασχηματιστικές αλλαγές στην πολιτική, κοινωνική και οικονομική σφαίρα των σύγχρονων κοινωνιών. Ενώ όλες οι κυβερνήσεις εμπλέκονται, οι πόλεις είναι το «έδαφος» όπου η στεγαστική δικαιοσύνη μπορεί να επιτευχθεί στην πραγματικότητα.
