    URBACT lokalne skupine? Težave na vidiku!

    URBACT lokalna skupina (URBACT Local Group ali ULG v angleščini) je ključni element  metodologije programa URBACT in je sestavni del vseh omrežij. Toda, kaj je lokalna skupina? URBACT lokalna skupina je skupina lokalnih deležnikov, ki skupaj z mestno upravo pripravlja strategijo ali akcijski načrt. Če smo nekoliko provokativni, gre za to, da »se izognemo oblikovanju politik na ustaljen način, kar pomeni, da jih pripravlja mestna uprava sama, brez posvetovanja z zainteresiranimi stranmi«. Mesta torej prisilimo, da vsaj v minimalnem obsegu zagotovijo participativni proces. Zakaj? Preprosto zato, ker izkušnje kažejo, da so s participativnim pristopom oblikovane politike ustreznejše in učinkovitejše od tistih, ki so pripravljene brez kakršnega koli soustvarjanja, sodelovanja ali vsaj posvetovanja. Če vzpostavitev lokalne skupine ni nemogoča naloga, pa je ohranjanje aktivne, živahne, angažirane, dinamične in entuziastične skupine skozi celotno življenjsko dobo omrežja zelo zahtevno. Še posebej v okoliščinah pandemije.
