Networks

Discover the URBACT Networks, their cities, their plans,  and recommendations. An URBACT network brings together EU cities willing to exchange ideas and produce integrated local policies with the help of their peers, local stakeholders and URBACT experts. Cities can join three types of URBACT Networks, Action Planning, Transfer and the Innovation Transfer Mechanism, following calls for proposals.

  • Network4Work

    Network4Work is an URBACT Transfer Network bringing European cities together to improve how local employment systems work. The project transfers a proven multi-stakeholder model that connects public authorities, businesses and civil society to better respond to labour market challenges. Through cooperation, shared learning and local action, Network4Work helps cities create stronger partnerships and better labour opportunities for their communities.

  • CALL

    The CALL Transfer Network supports cities to deliver more accessible and inclusive urban environments. It brings partner cities together to connect people and ideas, transfer proven practices, and transform public spaces, services, and mobility. Through peer learning and local adaptation, CALL helps cities remove barriers and ensure that everyone can participate fully and equally in their city, every day.

  • Entrepreneurial Cities

    Entrepreneurial Cities is an URBACT Transfer Network led by Albergaria-a-Velha (PT) that supports cities to integrate entrepreneurial education for young people into local policies and practice by transfer and adaptation. The network connects municipalities, schools, businesses and community actors to strengthen youth skills, confidence and agency through hands-on learning, mentorship and testing actions in real-life contexts.

  • Smart Mobility on Demand

    Smart Mobility on Demand is more than a mobility service. It connects rural and urban areas through a flexible and inclusive demand-responsive transport solution. By listening to citizens and analysing local conditions, the project adapts to each territory’s specific mobility challenges. Our ambition is simple: to turn mobility into one less thing to worry about. Working together with local communities and partners, we aim to build a more connected and inclusive future, where no one is left behind.

  • CityLake

    CityLake network aims to create local alliances in 7 European cities to protect and valorise inland water resources, following the path outlined by the Lake Cusio Contract, in Italy. Based on a scientific understanding of lake ecosystems and continuous monitoring, the proposed approach leads to implement science-based actions and ensure the long-term commitment of a wide range of stakeholders (regional and local authorities, companies, NGOs and citizens).

  • Theatre4all

    Theatre4all is an URBACT Transfer Network bringing together European cities to transfer and adapt an innovative cultural policy that positions public theatres and the performing arts as drivers of social inclusion, accessibility and community participation. Led by the City of Alessandria (IT), the network supports partner cities in embedding inclusive governance, co-creation with local stakeholders and audience development into their cultural strategies.

  • SpongeMeasures

    SpongeMeasures transfers Püspökszilágy’s (HU) efforts to tackle floods and droughts together to six partner municipalities: Vilamarxant (ES), Nuovo Circondario Imolese (IT), Razkrižje (SI), Plav (ME), Târgu Secuiesc (RO), Velykyi Bereznyi (UA). Working with local communities, the network will implement and share small-scale nature-based solutions that act like a sponge - slowing down and retaining rainwater, strengthening local resilience, and supporting biodiversity during dry periods.

  • Eat4Climate

    While food systems account for 25% of greenhouse gas emissions, the Eat4Climate URBACT Transfer Network, led by Mouans-Sartoux (FR) with six European partner cities, proves that food can cut down urban footprints, starting with what’s on our plates. Through the Food City Lab, local stakeholders transition toward sustainable diets, while cities transform school meals, expand local organic farming, and ensure access for all to healthy, fair, local organic food. It's not just feeding people, it's feeding the future.​

  • BluAct second wave

    The BluAct Network follows the success of the Blue Growth Initiative of the Municipality of Piraeus, an award-winning business plan competition that offers support services to local entrepreneurs in the marine and maritime sector, stimulating innovation and job creation. The BluAct Network aims to inspire the four new partner cities in the Second Wave of the Network to learn from the experience of Piraeus and hold entrepreneurship competitions to support local businesses in the blue economy. Through the approach of setting up local URBACT Support Groups and engaging local stakeholders to support them to organise such a competition, the ultimate goal of the BluAct Network is to stimulate the growth of the blue economy in European cities.
